Sioux Nation Treaty Council - est 1894

A summary of the 1851 and 1868 treaties

The Great Sioux Nation, whose real name is the Oceti Sakowin, is comprised of  seven sub-nations who spoke the Lakota, Dakota, and Nakota language.  The Tituwan sub-nation spoke the Lakota dialect and lived in the western most portion.  The Oceti Sakowin (Great Sioux Nation) occupied a vast land area that covered 24 American states and parts of 4 Canadian Provinces. Other smaller nations also lived within the area as the Indigenous concept of territory followed natural law and was much different than the European concept of territory. The people of the Oceti Sakowin (Great Sioux Nation) originated from the mouth of Wind Cave in the Black Hills.  The Black Hills were so sacred that they were used for ceremonial, prayers, medicinal, and burial purposes only.

Hello Everyone,

“Let the Spirit lead.” That was the saying that guided Tony Black Feather, Garfield Grass Rope, and me with our International work since the beginning. Now, it is ironic that in these last days of Unci Ina Makoce, the United Nations is finally paying attention. Two of our reports are on the websites of two (2) of their more important committees after forty years: the Advisory Committee to the Human Rights Council (ACHRC), and the Committee on the Elimination of Racial Discrimination (CERD).

The following activities took place since our last report in March:

  1. SRRIP: A report was sent to the UN Special Rapporteur on the Rights of Indigenous Peoples (SRRIP) on: Protected Areas and Indigenous Peoples’ Rights: The Obligations of State and International Organizations. It is to assist him in his report to the 77th General Assembly. He sent out a Questionnaire which we answered and is attached. We also participated in the virtual meeting that was held April 19, 2022, at the University of Arizona. Attending virtually with me were Edward Valandra (Sicangu), and Ardyce Taken Alive and Michael Kills Pretty Enemy, (Hunkpapa).
  2. ACHRC: With the help of the International Committee for the Indigenous Peoples of the Americas also known as Incomindios located in Geneva, Switzerland, a Report was sent on April 28, 2022, to the Advisory Committee to the Human Rights Council (ACHRC) on Recommendations on New Technology, Climate, and Human Rights. (Attached) As we are a nation, we cannot be a Non-Governmental Organization (NGO) as required by some committees, so Incomindios helps us. This is how we have always worked to keep our status as a nation. Our report is on the Advisory Committee’s website. Wopila tanka to Incomindios for their continued support of our work. Incomindios has helped us in many ways for more than 20 years.
  3. CERD: In August, 2022, the United States (US) will be appearing before the UN Committee on the Elimination of Racial Discrimination (CERD). The US has finally submitted a report as required by the UN and is on their agenda. In the procedures, we can and did submit an Alternative Report. (Attached) We also sent a report to CERD prior to the Alternative Report suggesting a “theme” that the Committee members can bring up during their verbal discussions with the US. We recommended that Indigenous nations with ‘International Treaties’ such as ours, the 1868 Fort Laramie Treaty, should automatically be referred to the UN Decolonization processes as required by Human rights Council 48/7 and the mandate for CERD. Then our Treaty can be enforced and we can finally be free from the oppression and occupation by the US. [I always use the word “enforce” when referring to our Treaty as it is an action word. Honor and respect should be action words but they are not.] The Decolonization processes take years and do not happen overnight. Hopefully, CERD will include this recommendation in their report to the General Assembly.

With many of the events that are happening around the world, I am often reminded of our prophesies that I heard more than 45 years ago as they are beginning to come true today. At that time, there were still many of our elders who knew our old ways and were very holy and spiritual. In order to prepare for what was coming, we younger ones were told to store as much food and water as we could. We were also told that some of the things to come could be held back with prayer but were still going to happen. So we did. We prayed and held back what is now here 45 years later.

The prophesies and dreams told of civil wars around the world caused by the lack of food. These heat domes and droughts are now causing crops and animals to die and it is going to get worse. The prophesies also said that the Bear (Russia) was going to come down from the North, and the Dragon (China) was going to come from the West. There are rumblings now of war between the US with both Russia and China. If only we could have our Treaty territory intact and be like Switzerland and stay out of it.

The prophesies also told of the sun moving more and more to the North. This was verified for me by an elder man from the Arctic Circle. It is in their prophesies too. When the sun reaches the North Pole, then Unci Ina Makoce will tip over and spin really fast with everything flying off of Her. Have you noticed where the sun is at today? It rises in the Northeast and sets in the Northwest.

There was also mention of our relatives from the stars, the “star people” that in these last days, they would be coming down to help us. We were told not to be afraid of our relatives from the stars.

I am bringing these things up not to scare anyone, but to remind everyone to get their Spiritual ducks in a row. We need to be ready to “go home” at any time. As an elder and great-grandma and good relative, it is my responsibility to remind people to increase their Spirituality, however you believe and whatever that means to you.

For many years in my speeches, especially to young people, I remind them to be like the grass. The grass is so abused, cut down, has stuff poured on it like concrete, but it still keeps growing and doing what the Creator made it to do, producing oxygen so we can breathe. We are no greater than the grass. In fact, we are often less, because we don’t do what we should be doing. I encourage all of us to be like the grass, doing what we should be doing.

These current systems, the USA and the UN are fading. It would be very wise to strengthen our communities NOW, so we can be ready for what is coming. We need to remember our own old values and life-ways which include “Let the Spirit lead.” In the meantime, I will still keep trying to get our freedom and liberation with the help of the UN and hope you all can help our people be ready for whatever is coming. Ktso.

"...CONCLUSION  Various historians has determined that the "Sioux Nation Treaty Council" formally formed in 1894, shortly after the Wounded Knee massacre. The Sioux Nation Treaty Council represents all of the Sioux Tribes (Approx 49 Tribes), and all other Sioux Treaty Councils would be subordinate to it, regardless of the Treaty Council's name...."  See Bielecki Report pages 7 & 8,  Oct. 5, 2008 (Bielecki Report)
